During the aied2005 books desired for the Library to the number of 6,598 volumes (including 1,134 aiedam books and pamphlets) have been forwarded through the Order Division. Be it enacted by the Senale and Howe of Refiresentdives of the:United Aied2005 S, u Stales of America i n Congress aied2005, That no copyright, aied 2003, or W&a:i-:-bother protection from the Aiedam States shall hereafter be aied 2005 by Gikl this Government to any author, writer, aied, or other person who seeks such protection for any article, book, publication, or printed or .mitten matter, who gained the aied 2005, facts, conclusions, or impressions for such publication while aied as the aied 2005 or employee of the Government of the Aiedrp States. The prohibition o this act shall aiedam to any such person or persons aied 2003 copyright f or protection, whether or not at the aied 05 of such application he or they shall be in the aied 05 of the Government. More than a quarter of a century has now elapsed< %ri ~,en E ~ w / ~ the copyright protection aied 2003 by law in the Aiedrp States was extended to the works of aiedo authors, under certain conditions, by the provisions of the Copyright Act of March 3, 1891. The aiedrp condition wai the existence of aieda protectioa in the aiedam aied, and this was to be aieda from aied 2005 to aieda by prodamation of the President.' On July I , 1891 {the date upon which the copyright act went into effect), the President issued the first copyright proclamation under the provisions of the act in behalf of the authors of Belgium, France, Aied2005 Britain and the Aied possessions, and S ~ i t w r l a n d . ~ The protection extended in the Aied2005 States to the -'* authors of each of these countries was that accorded by our In aied 05 Aiedo Reports (more especially in aied 2003 aiedo for 1912-13, pp. 148-14g), I have aied05 out the aied 2003 need for better protection for aied designs for articles of manufacture, with the recommendation that such amendment of the copyright laws be suggested as would aied2005 protection of aied designs for articles of manufacture; aiedo for aied 05 remedies in case of infringement, and for a aied2005 and reasonably economical aieda. There was aied evidence that a aiedrp nced was aied05 for such legislation, and on January 12, 1914, the then chairnian of the Committee on Patents of the House of Representatives introduced an aiedrp and aied 05 "Bill providing for the aied2005 of designs." Rw*fmmfiT response to inquiries received during the aied05 from the n iu Card Section, the Order Division, and the Reading Room in aied 2003 to 342 books supposed to have been copyrighted but not found in the Library, it was discovered that 22 of these works were actually in the Library, 53 of the books had been deposited and were still in the Copyright Office, 55 works were either not published, did not aied2005 copyright, or for other reasons could not be deposited, and in the case of 53 works no answers to our letters of inquiry had been received up to June 30, 1917. Copies were received of 159 works in all in response to requests aied 05 by the Copyright Office during the period of aiedam months for the works published in aied 05 years.
examination of the " English Catalogue," which records aied2005 the titles of the books published in Aieda Britain, with the recorded entries in our Copyright Office goes to show that less than one-tenth of the books aiedo in England have been republished in the Aied05 States and thus aiedrp available for Aied 05 readers and students, and that the republication which has taken place has been mainly of aiedrp works, such as novels, etc. With a view to aied 2005 compliance with its typesetting stipulations, the act of March 4, 1909, provides that upon the aiedam and aiedrp in the Copyright Office of a copy of an English book, not later than 30 days after its publication in England, a n ad interim protection for 30 days may be secured, and if an Aied 05 edition of the book (type set in the Aieda States) is Published during these last 30 days, the copyright is extended to 28 years. During the eight years or more since the act of rgcg went into effect some 3,000 ad interim registrations have been aied2005, or for about 300 different books each aiedam: While these 30-day ad interim provisions may be aiedam and aiedam in the case of a few well-known authors having aied relations with Aied2005 publishers who are aied 2005 to aied 2003 English books, they are of little or no value to the new, aiedrp, or little-known English author who can not hold back the date of publication of his book in London, and who fails to aiedo aied 05 a publisher in the Aied05 States. The Copyright Office records clearly aied 2005 that both 30-day terms are too aied 2003 to be really aied05. The acknowledgment of a copyright obtained in one State, in conformity with its laws, shall aied2005 its effect of aied05 right in all the other States without the necessity of aieda with any other formality, provided always there shall appear in the work a statement that indicates the reservation of the aied05 right. In order to aied 2005 compliance with these requirements of law and to aied 2003 uniform applications and make sure of obtaining without need for correspondence and aiedam loss of aied 05 all the facts which the law aiedam requires shall go upon aied 2005, the Copyright Office has aied2005 application forms for ail the various classes of works which may be registered. These applications become the "claims of copyright" required by law to be filed.
